Paradox Interactive has announced the first paid expansion for Victoria 3, a new “Immersion Pack” titled Voice of the People, launching May 22.
The main new feature of Voice of the People is the introduction of ideological “agitators” from throughout history, including Victor Hugo and Karl Marx. Agitators are a new type of character in Victoria 3, able to rally the popes to support political movements that align with their ideology.
“Agitators will shake up your internal politics, acting independently of your interest groups,” Paradox explains in a blog post accompanying the DLC announcement. “Raising power from below, agitators act in contrast to the interest group petitions that reflect the demands of the political elite. Depending on how your goals align with theirs, agitators can be a painful thorn in your side or your can be a valuable ally for political agendas.”
Paradox’s blog post also presents some examples of historical figures who joined Victoria 3 as agitators, including Victor Hugo, Giuseppe Mazzini, Francesco P. I. Margal and Karl Marx.
The company says that Victoria 3’s “Immersion Pack” DLC is intended to be “content-driven and art-heavy”, featuring narrative-focused events and journal entries, major visual updates, and “mild but impactful” mechanical additions and system rework. introduces to Each will be themed around a specific country or region, with Voice of the People focusing on France and covering the likes of the Paris Commune and the Dreyfus Affair. Victoria 3’s Voice of the People DLC will cost £12.99 when it launches on 22 May.
